I'm Apothecary and Cultivation also, and I'm stuck at 49 in both of them.
Finding skill level 25 seeds is a pain in the ass, so I'm having to use spam level 1 seeds to gain skill. Same with Apothecary.
Still, it's nice that even with the basic level one crap off the vendors you can make some pretty useful potions.
